Mr. Noonan has practiced law in Albany and Corvallis since he joined the firm in 1993. His law practice emphasizes business and commercial law and litigation, real estate transactions and litigation, family law, municipal law and appellate advocacy.
Business & Commercial Law
Mr. Noonan offers broad range of business and commerical services, assisting clients in handling many forms of business transactions. He also has experience representing clients in both state and federal courts, as well as before administrative tribunals. His practice ranges from highly complex litigation to more typical contract and business tort claims.
Real Estate Law
Mr. Noonan has experience handling many forms of real estate litigation matters, including title and boundary disputes, title insurance litigation, zoning litigation, and valuation disputes.
Family Law
Mr. Noonan represents clients in a diverse range of dissolution and post-dissolution matters, including child custody, visitation, child/spousal support and complex financial and property division matters.
Municipal/Government Law
Mr. Noonan serves as General and Special Counsel to the City of Harrisburg, handling complex issues involving municipal finance and taxation, land use administrative hearings and litigation. He also serves as Deputy City Attorney for the City of Albany.
Appellate Advocacy
Mr. Noonan has represented many clients in their appeal of both trial court decisions and administrative rulings dealing with varied subjects, both briefing and arguing the appeal. He is currently licensed to practice in the United States Court of Appeals for the Ninth Circuit.
