Firm History

The law firm of Long, Delapoer, Healy, McCann & Noonan, P.C., is a full service law firm for all of your legal needs, including personal injury, business/corporate law and litigation, mergers and acquisitions, real estate, landlord/tenant, land use, administrative law, commercial law, estate planning, probate and general civil litigation. The firm also maintains an active family law practice, representing clients in complex divorce matters, including child custody, guardianship, conservatorship, juvenile, administrative child support determination and adoption law matters.

The firm strives to provide cost-effective legal representation to individuals and business throughout the Mid-Willamette Valley of Oregon. Our goal is to maintain a very personal law practice where our clients are treated with respect and dignity and their legal problems are handled efficiently. Our clients are important and their legal matters are our central focus during the course of our representation. Information discussed or shared is totally and absolutely confidential and our clients can rely upon us to keep it that way.

The firm was established in 1948 by Merle Long who became widely recognized as one of the premier municipal attorneys in the State. Mr. Long became general counsel for the City of Albany in 1954, a position he held until 1985, when Mr. Delapoer assumed those duties. During a practice that spanned over 50 years, Mr. Long also represented the Albany Elementary School District, the Scio School District, Linn-Benton Community College and the City of Harrisburg. Mr. Long was a member of the Oregon State Bar Association, Board of Governors from 1973 until 1976, and served as president of the Oregon State Bar Association in 1975-76. Mr. Long retired from active practice in 2002, but still inspires the other members of the firm.

JAMES V. B. DELAPOER joined the firm in 1976 and began sharing responsibility for representation for the cities of Albany and Harrisburg. Mr. Delapoer became the city attorney for City of Albany in 1985, a position he currently maintains, and in addition to his successful civil litigation practice, he has also serves as general legal counsel for Linn-Benton Community College.

F. JAMES HEALY joined the firm in 1979 and immediately began a focus on business and corporate practice. Mr. Healy has become a recognized authority in these matters over his 23 year practice and represents a wide variety of large and small businesses in organization, contractual and litigation matters.

ROBERT C. MCCANN, JR., became a member of the firm in 1985 and has focused his practice on family law and domestic relations issues. He currently heads the firm's domestic relations section and focuses on assisting individuals in difficult and complicated dissolutions, support, and child custody issues.

ANDREW S. NOONAN joined the firm in 1995 and quickly established a reputation as an aggressive litigator, representing individuals and businesses in a wide variety of legal matters. In addition to his general practice, Mr. Noonan also serves as general legal counsel for the City of Harrisburg and Linn-Benton Housing Authority.
